The Construction Industry Scheme (CIS) is a tax deduction scheme affecting self-employed workers and contractors operating in the construction sector. The scheme aims to reduce tax evasion in the industry and allows subcontractors’ tax liabilities to be collected gradually across the financial year.
Both contractors and subcontractors can be affected by CIS, each with different responsibilities. Contractors are required to register for CIS. Subcontractors are not required to register, but if they don’t, deductions may still be applied to their payments at a higher rate.
CIS does not apply to employees. Payments to employees are taxed through the Pay As You Earn (PAYE) system, where tax and National Insurance are deducted at source. CIS applies specifically to payments made to subcontractors in the construction industry.
